Introducing policy to support Clubmark

Many Clubmark clubs operate from local authority leisure facilities and school sports facilities. Recognising and rewarding these quality clubs through reduced hire charges and priority programming not only provides accredited clubs with tangible benefits but also gives facility managers the reassurance that their customers are offered high quality sporting opportunities in a safe and secure environment.

  • The challenge

Northamptonshire is one such local authority that has recognised the value of supporting and encouraging clubs to achieve and retain Clubmark accreditation. In 2006, Northamptonshire County Council introduced a policy of supporting junior development through Clubmark clubs which use education establishments across Northampton. As a direct result of this review a revised policy, incorporating a facility discount scheme, was implemented across all PFI school sports facilities across Northampton.

  • Key actions

The Council's charging regime is based on cost of provision with discounts ranging up to 50%, available to Clubmark accredited clubs. Discounts are specifically designed to recognise the commitment and level of contribution clubs make to the community.
More and more sports clubs are looking to become accredited in Northampton because of the significant facility hire discounts offered from the Council. This will contribute to clubs that wish to develop and provide a quality opportunity for the community.
Northamptonshire Sport believes this significant milestone puts them at the forefront of junior club development which will lead to increased junior participation across the district. 

  • The solution

Millway Table Tennis Club, Northampton Swimming Club. Parklands and Futureprint Netball Club are just some of the clubs who have benefited from these discounts. Hilary Sampson, secretary of Futureprint Netball Club said "The money we are saving on facility hire is being used to develop and expand the club in other areas. It also enables us to continue to provide opportunities for young people to participate in netball at an affordable price"

  • The future

Working through the County Sports Partnership, Northamptonshire County Council is recognised as a key player in the development of Clubmark across the county. Northamptonshire Sport is currently working to secure discount hire charges at all PFI school facilities countywide, so that clubs in the other 6 districts can benefit. Working with and through partners it is hoped that other councils and county sports partnerships will soon follow suit. The aim is to see similar policies in place in half of local authorities by 2012.
